I’ve heard that Google penalizes the purchase and sale of backlinks and I therefore have my reservations.
Google claims that it is penalizing the purchase and sale of backlinks. Many Webmasters are therefore worried about selling backlinks or setting external links at all. It is one of the very principles of the World Wide Web (WWW) however that webpages link to other pages (e.g. pages with further topic content, partner pages etc.). It is precisely this principle that Google utilizes to determine content relevance.
Backlinks are in fact the decisive factor for Google's ranking calculations (as they are with other search engines) and they form the basis of a successful ranking. For this reason backlinks are important for Google and other search engines. It is difficult to determine whether a backlink has been bought or swapped with the aim of increasing the popularity of the link, or whether it has been set "naturally". Why should a webmaster in the commercial sector increase the ranking of target pages at no cost? Backlink trading has therefore prevailed in practice; the search engine optimization growth market would now be inconceivable without it and it is indispensable for most pages in order to achieve a good search engine ranking.
It is understandable that Google does not speak positively about backlink trading, installs protective mechanisms in the case of over-exaggerated action and unsteadies SEOs, but that does not make any difference to the fundamental importance and benefit of backlink trading. If Google were to invent a "magic formula" in order to downgrade all pages that buy and sell backlinks or carry out any other kind of linking transactions it would make the Google index unusable.
teliad expressly distances itself from link collections and farms that are intended only for the exaggerated short-term raising of search engine relevance. On the contrary: teliad recommends its buyers to concentrate on quality, content and content relevance and not to overdo it when trading backlinks. In fact if a web page has a very large number of outbound links (in the footer for instance) that are content-irrelevant and are constantly changing it is relatively easy for the Google algorithm to detect that a page is probably selling backlinks. For this reason the excessive sale of backlinks is not recommended.

The possibility to report paid links, which Google has set up, is also causing some concern: Google writes here: “With the aid of your information we will improve our algorithm for detecting paid links”, which means that Google does not penalize webpages manually.
There are also findings described in diverse SEO forums (e.g. reports by former Google quality raters) that prove that Google applies devaluations and penalties exclusively via the algorithm.
A so-called “spam report” has also existed for years and manual penalties by Google are also unknown.
